Document Description
The San Diego Regional Water Quality Control Board issued a Clean Water Act Section 401 water quality certification (Cert. #R9-2020-0120) to the applicant to construct residential housing and extend Hilltop Drive to connect to Euclid Avenue, removing an existing pipe culvert and installing a new culvert under the road extension. The on-site stream will be permanently impacted by the project, but will be re-established and re-vegetated with native riparian and upland habitat as mitigation to offset all project impacts.
