Document Description
The City proposes to construct Phase 3 of the Master Plan (Years 4-7 in the Master Plan), which includes an expansion of the facility in order to achieve compliance with future Waste Discharge Requirements (WDR) of the Central Valley Regional Water Quality Control Board (RWQCB), and improve water quality of the plant's effluent (Project). The Phase 3 project will include the following components: • Two new circular secondary Clarifiers • Return Activated Sludge/Waste Activated Sludge (RAS/WAS) pump station • Effluent Pump Station • Pipeline to ponds 1, 2 and 3 • New Administration/Laboratory building with parking, • Installation of four (4) ground water monitoring wells o 3 wells to replace existing dried wells o 1 new monitoring well • Irrigation pumping station for ponds 1, 2 and 3 • Elimination of interior berm to ponds 1 and 2 The intention is to pursue State Revolving Fund Loan monies for all the remaining phases
