E&B Natural Resources Management Corporation (E&B) is proposing the Blackwells Corner Project to construct two drill sites and drill one oil well on each site. The surface locations for the proposed wells would be located on land owned by the Sandridge Partners and located approximately 65 miles north and west of Bakersfield in Kern County, CA.
