Document Description
The Tahoe City Public Utility District seeks to use Safe Drinking Water State Revolving Funds to conduct a planning project for the contemplated West Lake Tahoe Regional Water Treatment Plant Project. The planning project would include a feasibility assessment, preparation of a Preliminary Design Report, completion of environmental review under CEQA, and permitting for a permanent all-season surface water treatment plant utilizing Lake Tahoe as the water source. A key goal of the future construction project that would be facilitated by this planning project is to replace an existing seasonal (May-September) water treatment plant and supplement or replace groundwater sources for up to seven different water systems, providing a long-term solution ot water delivery needs along the West Shore of Lake Tahoe consistent with contemporary public health and related standards. The future construction project would ensure provision of high quality drinking water and attainment of fire suppression standards.

Section 15306 of the CEQA Guidelines provides that projects consisting of "basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded". None of the exceptions to categorical exemptions identified in CEQA Guidelines Section 15300.2 apply to the proposed project.
