Document Description
The proposed Project involves Tesoro Refining and Marketing Company, LLC (Tesoro), a wholly owned subsidiary of Tesoro Petroleum Corporation, entering into a new 30-year lease of State sovereign land with the State Lands Commission to continue operating the Avon Marine Oil Terminal (Avon Terminal), located in Contra Costa County. The objective for the Project is to continue operations at, and maintain the level of refined petroleum product exported through, the existing Avon Terminal, thereby maintaining the operation and viability of Tesoro's associated Golden Eagle Refinery. In addition to a new 30-year lease, Tesoro is also seeking to conduct upgrades on the Avon Terminal to meet Marine Oil Terminal Engineering and Maintenance Standards (MOTEMS). The scope of the MOTEMS renovations includes: decommissioning of Berth 1; construction of a new berthing area, Berth 1A; repairs, retrofits, and renovations on the existing approach trestle; and demolition and removal of existing Berth 5. The State Lands Commission action is an approval of a 30-year General Lease - 2015 through 2044.
