The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations, Title 22, Division 4.5, Chapter 20, Section 66270.42 prepared an Addendum to a previously adopted 2014 Initial Study/Negative Declaration (IS/ND) to evaluate activities associated with the Class 2 Permit Modification request to the existing Hazardous Waste Facility Permit (Permit) for Crosby & Overton, Inc. The Class 2 Permit Modification will authorize Crosby & Overton, Inc. (Facility) to implement container changes and technological advancements in the processing of hazardous waste in Units 9 and 12. The Facility is located at 1630 West 17th Street in Long Beach, California 90813. There are no other proposed changes to the Facility, or any of the waste being received or treated, or to any other operations or units.
Background: Crosby & Overton, Inc. is a hazardous waste storage, treatment, and transfer facility located within Los Angeles County. The Facility accepts RCRA and non-RCRA hazardous wastes in bulk and in containers and primarily treats aqueous wastes containing hydrocarbons. Unit 9 is a bulk waste receiving area used for unloading sludge, solids, and oil-water waste from containers and trucks and has a flow-through tank (TK-1001) with a screen to filter out large solids. Currently filter pots are used to remove solids from the discharge of vacuum trucks. The Class 2 Permit Modification request will authorize the Facility to replace the use of filter pots with a shaker screen (M-1 Swaco Mongoose PT Shaker) as the primary means of removing solids from the discharge received from vacuum trucks. The shaker screen will aid in the efficiency of the capture of solids and minimize material handling and reduce the frequency of tank and filter pot clean outs. Unit 12 is a concrete container processing area used for receiving, consolidating, and storing mainly paint and paint-related waste. The consolidation area contains several stations for processing and consolidating waste into 55-gallon drums and a bulk transfer trailer. Containerized waste is processed and consolidated into 55-gallon drums and then moved into an authorized unit (Units 1 through 8) for storage until drums are transported to an authorized facility for recycling or disposal. Containers from Unit 1 through 8 are moved into the Unit 12 staging area where the waste is pumped out and transferred into a bulk tanker trailer for storage. Once the bulk transfer trailer is full, the waste is transported to an authorized facility for recycling. The Class 2 Permit Modification request will authorize replacing the bulk transfer trailer with multiple 275-gallon intermediate bulk container (IBC) totes and/or 55-gallon drums. The modification will provide additional operational space for more efficient processing, consolidating, collecting, and transfer of hazardous waste. The Addendum is to the previously adopted IS/ND and has been prepared to address activities associated with the Class 2 Permit Modification request and to amend the analysis of the previously adopted IS/ND due to updates to the CEQA Guidelines. The purpose of this Permit Modification is to implement various modifications and improvements to the operating Permit for Crosby & Overton, Inc. All other operating activities of the Facility will continue as previously approved. There are no other proposed changes to the Facility, or any of the waste being received or treated, or to any other operations or units. There will be no significant operational changes or ground disturbance. All previous Permit requirements will remain in effect. This Permit Modification will not result in any new or substantially more severe significant impacts on the environment.
