Minor alteration of existing public structures and facilities involving negligible expansion of use beyond current levels included as "modification of exisitng facilities for disabled handicap access" in the Department of Parks and Recreation's list of exempt activities in accordance with CCR section 15300.4, the construction and location of limited numbers of new facilities, the minor alteration in the condition of land and vegetation that does not involve removal of healthy, mature, scenic trees and the construction of minor structures accesory to exisitng institutional facilities.
