Document Description
The applicant requests approval of a Vesting Tentative Map to subdivide a 3.9 +/- acre site into three large parcels, each with multiple residential and commercial condominium units. The project site is addressed as 1285, 1298, 1299, 1300, 1310, and 1326 Blvd Way, and 1176 and 1180 Saranrap Ave. in the unincorporated Walnut Creek area. (Zoning: General Commercial [C], Multiple Family Residential [M-29], Retail Business [R-B], Neighborhood-Business [N-B], and Planned Unit Development [P-1]), (APN No. : 184-010-035, 184-010-046, 184-450-025, 184-480-025, 185-370-010, 185-370-012, 185-370-018, 185-370-033). Applicant requests approval of amendments to the General Plan in relation to the proposed Saranap Village Mixed Use Project that consists of 1) changing the existing Commercial and Multi Family Residential, Medium Density land use designations of the project site to a project-specific Mixed-Use designation (M-15), 2) amending text of the Land Use element to describe the M-15 designation, 3) amending the Roadway Network Plan of the Transportation and Circulation Element by way of changing the roadway classification of Blvd Way from "Arterial" to "Collector" with associated text, and 4) modifying language of General Plan Implementation Measure 5-w pertaining to the maximization of traffic flow on arterials and collectors. Applicant requests approval to rezone a 4.6 +/- acre area from existing General Commercial, Multiple Family Residential (M-29), Retail Business (R-B), Neighborhood Business (N-B), and Planned Unit (P-1) zoning districts, to a new project specific Planned Unit (P-1) zoning district with a variance to allow a mixed-use residential and commercial development on less than 15 acres and modifications to parking standards; for the proposed project. Applicant requests approval of a Preliminary and Final Development plan to allow the phased construction of the project with associated roadway, infrastructure improvements, the removal of 64 protected trees and work within the dripline 3 trees and cut/fill of approx.. 29,115 cubic yards of dirt. The project also includes a request for approval of Land Use Permits to allow three alcohol sale licenses, an exclusive parking facility, and take-out food establishments associated with the project. The project includes a recommendation for approval of a Development Agreement between Contra Costa County and Saranap Village Developers LLC.
