The project is limited to 1 stream encroachment to remediate and remove asphalt fill (chunks and grindings) from the active floodplain and bank of the South Fork of the Eel River. The activity of depositing asphalt fill in the stream channel and bank required notification pursuant to FGC Section 1602, and placement of asphalt fill where it could pass into stream is prohibited under FGC Section 5650.
