Issue a temporary Right of Entry Permit (ROE) to PG&E to conduct a hydro test of a section of natural gas pipeline within Brannan Island State Recreation Area. All work conducted in association with the Right of Entry will comply with all State and Federal environmenal laws., including but not limited to the Endangered Species Act, CEQA and Section 5024 of the Public Resources Code.
