Adoption of a resolution of the City Council of the City of Fontana, California, as Successor Agency to the dissolved Fontana Redevelopment Agency, approving a Recognized Obligation Payment Schedule pursuant to Health and Safety Code Section 34177 (1) for July 1, 2014 through December 31, 2014. is exempt the requirements of the California Environmental Quality Act ("CEQA"), pursuant to State CEQA Guidelines (Title 14 California Code of Regulations Section 15300 et seq.) Section 15061 (b) (3), because it can be seen with certainty that approval of the ROPS will not have a significant effect on the environment, and pursuant to State CEQA Guidelines Section 15378 (b)(4), because approval of the ROPS is the creation of a government funding mechanism or other government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
