Document Description
The proposed project involves embarkations, debarkations, and associated events for the Semester at Sea Program. The District will provide services in the form of dockage fee waivers for the Semester at Sea vessel while it is berthed at Broadway Pier and B Street Pier. The vessel will berth at the piers from January 3 through 5 and January 8 through 9, 2014. Several events will occur on the vessel while it is berthed, including the following: Enrichment Voyage; 2014 Reunion Voyage; 50th Anniversary Gala; San Diego Open Ship Tours; AABOD Annual Meeting; Spring 2014 Embarkation; TEDx conference; and, Spring 2014 Voyage Bon Voyage Parent Reception. The events will take place on the vessel and will not affect parking or public access to either B Street or Broadway piers.

The project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15304 (Minor Alterations to Land) and/or 15323 (Normal Operations of Facilities for Public Gatherings) and section 3.d (6) of the District's Guidelines for Compliance with CEQA because it is the temporary berthing of a vessel at existing cruise ship terminals that will negligible or no permanent effects on the environment.
