The project consistent with the Holtville General Plan designation and all applicable general plan policies as well as with the City's zoning designation (Downtown B Zone), the project is within the City Limits and is less than 5 acres, the site has no habitat value for endangered, rare, or threatened species, it will not result in any significant effects to traffic, noise, air quality or water quality and the site is served by the necessary utilities and public services.
