Reasons for Exemption
As discussed in Attachment A, the requested temporary urgency action by the SWRCB is necessary to preserve scarce water supplies in New Bullards Bar Reservoir and natural resources in the lower Yuba River. The existence of emergency conditions is confirmed by the Governor's January 17, 2014 Proclamationof a State of Emergency. The requested changes are within the scope of streamflows authorized in YCWA's permits.
