The project has been determined to be exempt from the California Environmental Quality Act as it meets the criteria established in §15303 of the CEQA Guidelines, because the project consists only of the construction of a small pump house structure containing the well, well head, and pump and a new pressure tank. The project meets the criteria established in §15332 as it is consistent with City General Plan and Zoning requirements, is located in an existing urbanized area inside of teh incorporated City area and on a site less than 5-acres in size and a biological review has indicated that the site does not contain or provide habitat for a protected species. The project site is adjacent to existing utility lines and will not have significant negative noise, air, traffic or water quality effects.
