The applicant is requesting approval to construct and operate a solar photovoltaic power-generating facility with a capacity of 20 megawatts of electricity on 180 acres of undeveloped land in the eastern Kern County Mojave area. The facility would consist of the following project components: (1) PV modules and support structures; (2) direct current (DC) to alternating current (AC) inverters and transformers; (3) additional electrical equipment; (4) interconnection point and equipment; and (5) security improvements including fencing and nighttime directional lighting. The proposed project requires a Conditional Use Permit and Zone Change to construct and operate a solar facility and a General Plan Amendment to the Circulation Element of the Kern County General Plan to remove section and/or midsection lines and road reservations of Sections 20 and 29 of Township 11 North, Range 13 West to optimize the site plan design on the parcels for the project.
