The California Department of Transportation proposes to apply a High Friction Surface treatment to the state route 99 southbound loop on-ramp at the state route 58/178 interchange, in Kern County. Construction would occur on the highway surface, with no work proposed off of the paved roadway or outside of the exisitng right-of-way. No acquisition of right-of-way is required.
