Document Description
Tulare Irrigation District (TID) as Lead Agency certified and adopted an Environmental Impact Report (EIR) for the McKay Point Reservoir Project (SCH# 2014011078) on August 13, 2024. The project consists of the construction and operation of a surface water storage reservoir (reservoir). The reservoir would allow for better management of surface water by providing 4,600 acrefeet of water storage capacity to support water demands during dry seasons, additional flo od control, and storm wa ter management during the wet season. The project includes the following phases: excavation of the site for the reservoir; construction of the reservoir; and operation of the reservoir. In accordance with CEQA and CEQA Guidelines TID filed the Notice of Determination (NOD) with the Tulare County Clerk/Recorder and the Office of Planning and Research (OPR). The proposed project is for the establishment of a Reservoir and SMARA Permit, located in the AE-40 (Exclusive Agricultural – 40- acre minimum) Zone. Tulare County has considered the EIR prepared by TID and finds the EIR to be appropriate and adequate for the purposes of issuance of the required SMARA permit. Tulare County acknowledges that the Draft and Final EIR approved by TID on August 13, 2024, is consistent with PMR 24-001 under PRC section 15096(g)(i) and conditionally approves PMR 24-001.

Located in Tulare County, California, the Project site lies between and south of both Lake Kaweah/Terminus Hydropower Plant (2.5 miles northeast of the site) and Bravo Lake (1.5 miles northwest of the site); 1.0 miles northwest of the community of Lemon Cove; and 2.5 miles southwest of the community of Woodlake. The Project site is located approximately 1.0 mile west-southwest of the intersection of State Highways 216 and 198, in Sections 3 and 4, Township 18 South, Range 27 East, Mount Diablo Base and Meridian.
