Document Description
At the Nov. 8, 2017 City of Whittier Historic Resources Commission meeting, the Historic Resources Commission held a noticed public hearing and adopted Resolution HR17-06, approving Certificate of Appropriateness 17-005. Certificate of Appropriateness 17-005 allows for the demolition of three historic resources (The Auditorium, Infirmary, and Gymnasium) due to an economic hardship in retaining the buildings of the property located at 11850 Whittier Blvd., also known as the former Fred C. Nelles Youth Correctional Facility (Assessor's Parcel Number 8170-013-904). On June 25, 2015, the City Council adopted Resolution NO. 8702 which certified the FEIR for the Lincoln Specific Plan and its associated entitlements (Tentative Tract Map and Development Agreement) with findings and statement of overriding consideration. The FEIR fully analyzed the impacts of development of 750 residential units, construction of roads and infrastructure and up to 208,300 sq. ft. of commercial uses. As part of the project, the FEIR analyzed the environmental impacts of the project, including the demolition of the Auditorium, Infirmary and Gymnasium. In accordance with 14 CA Code of Regulations Section 15162, the City has determined Certificate of Appropriateness 17-005 does not require additional environmental review. Certificate of Appropriateness 17-005 involves no substantial changes to the project or the circumstances under which the project is being undertaken nor has new information been made available that requires a SEIR. Certificate of Appropriateness 17-005 is part of the implementation of the Lincoln Specific Plan.
