Document Description
On June 25, 2015, the City Council adopted Resolution No. 8702 which certified the FEIR for the Lincoln Specific Plan and its associated entitlements (Tentative Tract Map and Development Agreement) for the development of 750 residential units, construction of roads and infrastructure, up to 208,300 sq. ft. of commercial uses. The FEIR fully analyzed the impacts of the project and the City Council made findings and approved a statement of overriding consideration. In implementing the Lincoln Specific Plan, on Jan. 24, 2017, the Whittier City Council adopted Resolution No. 8840, approving Development Review No. DRP15-120 which included a landscape framework plan; signage program; residential style and features of the 750 residential units; a commercial development package consisting of a range of approx. 158,213 to 158,913 sq. ft. of commercial uses; and on-site infrastructure of the Lincoln Specific Plan. In accordance with 14 CA Code of Regulations Section 15162, the City Council determined that the Development Review DPR15-120 does not require additional environmental review. The actions contemplated by the DRP 15-120 does not result in any new environmental impacts or an increase in the severity of any previously identified significant impacts in the FEIR. Moreover, no new information of substantial importance has surfaced since certification of the FEIR. In order to implement a condition of approval of Development Review DRP15-120, On February 9, 2017, the City of Whittier Design Review Board adopted Resolution DR17-03 approving the design details of the exterior elevation of the 4-Pack, 6-Pack, Active Adult Multi-Family Building, and Rowtown residential product types. In accordance with 14 CA Code of Regulations Section 15162, the Design Review Board's review and approval of the architectural exteriors of specific product types implements a condition of approval and the approval of architectural exteriors does not result in any new environmental impacts or an increase in the severity of any previously identified significant impacts in the FEIR. Moreover, no new information fo substantial importance is known since certification of the FEIR.
