Conduct second reading of Ordinance No, 3097 approving Amendment No. 1 to the Lincoln Specific Plan Development Agreement DA15-001 for the property located at 11850 Whittler Boulevard, also known as the former Fred C. Nelles Youth Correctional Facility. The City Council approved the first reading of the ordinance on February 19, 2019. On January 25, 2017, the Whittier City Council adopted Resolution No. 8840, approving Development Review No. DRP15-120 which included a landscape framework plan; signage program; residential style and features of the
750 residential units; a commercial development package consisting of a range of approximately 158,213 to 158,913 square feet of commercial uses; and on-site Infrastructure Implementing the Lincoln Specific Plan. Amendment No. 1 to Development Agreement DA15-001 would remove the requirement that the minimum square footage of tax generating land uses exclude the historic buildings and Includes other clarification related to use of fees.
In accordance with 14 California Code of Regulations §15162, Amendment No. 1 to the Lincoln Specific Plan Development Agreement does not require additional environmental review because prior environmental documentation adequately address the actions. On June 25, 2015, City Council adopted Resolution No, 8702
certifying the Final Environmental Impact Report (FEIR) (State Clearinghouse No. 2014011069) for the Lincoln Specific Plan and Its associated entitlements (Tentative Tract Map and Development Agreement) with findings and statements of overriding considerations.
