Document Description
City of San Diego Development Services Department approval to allow for the implementation of a soil remediation plan at a hazardous waste site (burn ash) within the City of San Diego's Pottery Canyon Natural Park. The waste site was used as a dump from the 1890's through the 1930's. Waste debris at the site consists mainly of fragmented and fused glass, porcelain, and ceramics which may be related to the Rodriguez Family's pottery manufacturing operation. The remediation plan would place (cap) approximately 1,000 cubic yards of clean fill material over approximately 13,500 sf of contaminated soil. The implementation of the plan would include the following: The soil cover beyond the north, west and east of the footprint would be tapered at 4:1 slope; soil cap on the west, north, and east perimeter of the footprint would extend eight feet beyond the footprint in order to taper the grade at its edges; the southern margin of the footprint beneath the roadway is essentially capped and would remain as is; in order to taper the cap to match the existing grade of the roadway, a minimal volume of soil would be excavated and spread thinly on the area that would have a 2-foot soil cap; a non-woven geotextile fabric would be placed over the area; clean fill would be placed over the textile to form a 2-foot cap; and compost socks would be placed around the area and it would be hydro seeded with a native seed mix.
