The City of Guadalupe has prepared a Bicycle and Pedestrian Master Plan to serve as a guide to the development and enhancement of the bicycle and pedestrian network within the City of Guadalupe. The BPMP is a long-range plan (programmatic document) focused on improving the safety and convenience of bicycling and walking in Guadalupe. The BPMP will guide the planning and development of bicycle and pedestrian infrastructure and programs in the city in order to enhance bicycling and walking for transportation and recreation. The BPMP focuses on specific types of projects to build an extensive and well-connected system of bicycle and pedestrian routes and key activity centers throughout the city, and includes recommendations for increasing the supply of bicycle parking and improving safety for bicyclists. The BPMP was shaped by input from the community, City staff, and other key stakeholder groups. Specifically, the BPMP does the following: identifies opportunities and constraints with respect to the existing bicycle and pedestrian networks; identifies trends in bicycle and pedestrian usage, demand, and safety; sets forth goals and policies to provide the context, direction, and support for specific recommendations identified by the BPMP; identifies a list of projects and programs to enhance the bicycle and pedestrian networks; prioritizes proposed projects for implementation; and identifies likely funding sources for identified projects and programs. The BPMP does not require the construction of the proposed projects but rather identifies them and establishes policies and resources that will facilitate and support their development.
