Phase 2 of the Malibu Civic Center Way Treatment Facility Phase 2 is for the location of a temporary construction trailer and the construction of other improvements at the plant site; new and modified collection and distribution pipelines in public and private roadways; pump stations and other above-ground equipment to be located in the Malibu Civic Center Area, Malibu Colony, and Serra Retreat. Phase 2 of the Project would meet the terms of the Memorandum of Understanding (MOU) between the Los Angeles Regional Water Quality Control Board and the City to reduce the City's reliance on on-site wastewater and/or sewage disposal systems (referred to locally as OWDSs and also known as "septic systems"), and lead to the development of a centralized wastewater treatment facility that would collect, treat, reuse, and/or dispose of the City's projected wastewater flow from the "Prohibition Zone," as described in the Los Angeles Regional Water Board's MOU with the City, dated August 25, 2011, and updated in October 2014.
