The City is proposing the Project in response to the prohibition imposed by the State Water Resources Control Board and Los Angeles Regional Water Quality Control Board in 2010 that prohibits discharges from onsite wastewater disposal systems (OWDSs, also known as onsite wastewater treatment systems, or OWTSs) in the Civic Center area of the City of Malibu and a small portion of unincorporated Los Angeles County.
