The purpose of the proposed DEIR is to analyze the potential environmental impacts of the proposed development of the Civic Center Wastewater Treatment Facility Project.
The City would develop the Project in response to the prohibition on onsite wastewater disposal systems (OWDSs, also known as onsite wastewater treatment systems, or OWTSs) in the Civic Center area of the City of Malibu imposed by the State Water Resources Control Board and Los Angeles Regional Water Quality Control Board in 2010. The Project Area includes the entire area affected by the Prohibition, which consists of the Malibu Civic Center area as well as a small portion of unincorporated Los Angeles County. The Project would construct a new centralized wastewater treatment facility that would treat the wastewater flows from properties in the Prohibition Zone that will no longer be served by OWDSs.
