Document Description
The proposed ordinance would regulate the use of paper and plastic carryout bags within the geographical limits of unincorporated Santa Barbara County. The ordinance would prohibit the free distribution of single-use carryout paper and plastic bags; and require retail establishments to charge customers for paper bags at the point of sale. Regulated retail establishments would be allowed to sell reusable bags or distribute them free of charge. The ordinance sets the minimum charge for paper bags at ten cents. Plastic carryout bags defined in the ordinance as any bag made predominately of plastic derived from either petroleum or biologically-based sources.
