The proposed project is eligible under Section 21080.20.5 of the PRC because it is striping of new bicycle lanes on existing urban streets that are included in an adopted bicycle transportation plan. The city initiated a traffic and safety assesment (in Draft EIR), identified mitigation measures, and held a public hearing fulfilling the eligibility requirements of the PRC Section 21080.20.5.
