The project consists of a rezone to change the zoning designation from Agricultural to Residential 2-acre minimum, and a Tentative Parcel Map to subdivide a 5.14 acre parcel into two parcels consisting of 2.6 acres and 2.54 acres, respectively. The Rezone is required in order to approve the Tentative Parcel Map at the proposed lot sizes.

Reasons for Exemption
The project is exempt from the California Environmental Quality Act pursuant to CEQA Guideline Section 15183 of the Title 14 of the California Code of Regulations. CEQA Guideline Section 15183 provide that the projects which are consistent with a Community Plan, General Plan or Zoning for which an EIR has been certified "shall not require additional environmental review, except as might be necessary to examine whether there are specific significant effects which are peculiar to the project or its site". An EIR was certified by the City Council for the adoption of the City of Elk Grover General Plan. The proposed Rezone and Tentative Parcel Map are consistent with the General Plan. Therefore, the proposed project qualifies for the exemption under CEQA Guidelines Section 15183, because the proposed Rezone and Tentative Parcel Map are consistent with the General Parcel Map, for which an EIR was certified.
