The City proposes to implement Phase 2 of the Capital Improvement and Energy Management Plan (CIEMP) for the City's Regional Wastewater Control Facility (RWCF), which focuses on critical near-term projects required to maintain compliance with the National Pollutant Discharge Elimination System (NPDES) permit and extend the useful life of existing facilities. The Phase 2 improvements would not expand treatment capacity or the size of the existing RWCF site footprint and would be implemented as funding becomes available. The Phase 2 improvements would be implemented over an ~8 to 10 year time frame.
