Document Description
Merced Irrigation District (MID) proposes to temporarily transfer to San Luis Water District (SLWD) and Westland's Water District (WWD) up to 15,000 acre-feet of water made available through releases of water from Lake McClure, located on the Merced River. MID petitioned for, and the State Water Resources Control Board (SWRCB) has approved, a change in the place of use of the transfer water. MID's Point of Transfer will be the Merced water measurement gage at Shafter Bridge or the BWR Cressy gage depending on the flow of the Merced River. The transfer water flow to the Sacramento-San Joaquin Delta, where it will be pumped by DWR at the State Water Project (SWP) Banks Pumping Plant and conveyed to SLWD and WWD's service areas due to ongoing dry conditions and would no support new development.

Reasons for Exemption
MID filed a Petition for Temporary Change with the SWRCB on July 15, 2013, pursuant to Water Code 1725 et seq. The SWRCB approved the transfer on September 13, 2013. In accordance with Water Code 1729, temporary changes filed in accordance with Water Code, 1725 et. seq. (temporary changes), are exempt from the requirements of the California Environmental Quality Act. (Pub. Resources Code, 21000; see also Cal. Code Regs., tit. 14, 15282, subd. (u).)
