Document Description
Geotechnical explorations (7 drill holes and test pits, 3 optional drill holes) are proposed at the project site to determine the depth of rock beneath the road, as well as depth, extent, and character of fill material. Six holes will be drilled to a depth of 5-10' on the outside of the road, and 1 hole to a depth of 45' at the turnout area. Holes will be made using a sonic boring method to produce about 5" diameter continuous core. Three test pits will be excavated at the turnout area using a track mounted excavator.

Reasons for Exemption
There would be no significant impact on the environment. Discussions between USACE and US FWS resulted in a concurrence letter determining the project would not adversely affect the valley elderberry longhorn beetle (VELB) or the two elderberry bushes on the site. USACE will incorporate methods from the USFW's conservation guidelines for the VELB (July 1999) into the project. Best Management Practices would minimize potential effects to public safety and the environment. Environmental awareness training will be conducted for all workers prior to beginning work. Work at the proposed area will not have the potential to cause significant effects to historic properties. In addition, the project is part of the Folsom Federal Project and will need to comply with the National Pollutant Discharge Elimination System permit issued from the Central Valley Regional Water Control Board.
