Document Description
CDFW is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (# 1600-2013-0045-R5) to the project applicant, Wildlands SLR Holdings I, LLC. The applicant proposes to alter the stream to reconfigure an approximately 1,850-foot-long straight, incised reach of the San Luis Rey River in order to re-establish a braided river with a broad, reconnected wetland riparian floodplain. Restoration of the river corridor and floodplain will require the excavation and relocation of approximately 684,000-730,000 cubic yards of historic fill to adjacent agricultural fields. Approximately 12,800 cubic yards of the excavated soil will be used onsite to bring the elevation of the existing channel to that of the re-established wetland riparian corridor. A temporary crossing with culverts will be created at the eastern end of the project site to allow for the transport of excavated fill material across the current channel to the agricultural fields north of the river. The crossing will be removed prior to completion of the project and the area will be graded and planted as part of the overall re-established wetland riparian corridor. Dewatering of the construction area may be required. An existing agricultural drainage ditch will be graded to the level of the wetland riparian floodplain with approximately the southernmost 40 linear feet being filled. Overall the project will result in the rehabilitation/re-establishment of over 45 acres of stream and riparian habitats and approximately 10 acres of floodplain and upland buffer habitats.
