- Proposed project consists of an updated to the San Joaquin General Plan and expansion of the SOI, which preparation of a land use for the existing city as well as the SOI expansion area to guide long term development. A net expansion of 1,135 acres to the SOI is proposed, so in total, this expansion and the General Plan update will create a holding capacity of approximately 7,500 in the existing city and 10,500 in the proposed SOI, for a total in the Planning Area of approximately 18,000 in population. The DEIR identified potentially significant impacts in the following areas: agricultural resources, air quality, transportation/traffic, and public utilities and services.
