The project proposes annexation of approximately 10.5 acres of an island into the City of Porterville to accommodate development of three megawatt solar facility, and requires a General Plan amendment to the Industrial land use classification as well as a zone change to General Industrial. The existing planned General Plan land use and zoning for the subject site is General and Service Commercial. The project is located at the northwest corner of North Main and North Grand Avenue; the area is a portion of an unincorporated island in northern Porterville and is substantially surrounded by the City limits.
