Document Description
Thsi project as approved by the CDFW, as originally issued to CED Lost Hills Solar (Permittee) for the Blackwell Solar Park Project in Dec. 2015, includes the development of a 20 megawatt (MW) solar photovoltaic power-generating facility and its associated infrastructure, including grading; ground clearing; fencing removal and installation; solar array, underground collection system and telecommunication system installation; a substation, battery energy storage system (BESS), inverter and road construction; vehicle operation and staging; geotechnical and soil investigations; construction staging; and operations, maintenance and decommissioning activities. Major Amendment No. 1 authorizes three changes to the ITP by: 1) including San Joaquin kit fox den replacement and translocation of San Joaquin antelope squirrels to off-site mitigation lands as a Covered Activity; 2) revising the location of the substation; and 3) modifying the Project description to include the installation of two utility poles and an associated access road that will be used to connect the Project substation to the existing PG&E transmission line.
The project will result in impacts to 160 acres of habitat for San Joaquin kit fox (VUlpes macrotis mutica) and San Joaquin antelope squirrel (Ammospermophilus nelsoni) (Covered Species), including temporary impacts to 30 acres. The Project is expected to result in incidental take of San Joaquin kit fox and San Joaquin antelope squirrel, which are designated as threatened species under CESA. CDFW issued the ITP and Major Amendment No. 1 as a Responsible Agency under CEQA relying on the EIR prepared and certified for the Project by the lead agency, County of Kern. The ITP referenced above and Major Amendment No. 1, as issued by CDFW, authorizes incidental take of Covered Species, subject to various terms and conditions, including the requirement that all authorized impacts are fully mitigated.
