The project proponent is requesting: (a) Amendments to the Land Use, Open Space and Conservation Element of the Kern County General Plan from the existing land use designations of Map Codes 5.6 (Minimum 2.5 Gross Acres/Unit) and 5.7 (Minimum 5 Gross Acres/Unit) to Map Code 8.1 (Intensive Agriculture); (b) Amendments to the Circulation Element of the Kern County General Plan to eliminate road reservations along section and mid-section lines; (c) changes in zone classification on 505 acres from the existing A-1 (Limited Agriculture) Zone District to the A WE District; and on 740 acres from the existing A-1 Zone District to the A (Exclusive Agriculture) District; and (d) Vacations of public access and/or utility easements and portions of public access and/or utility easements. The requested applications would also permit the construction of wind ancillary facilities and supporting infrastructure. The project would be supported by a 230-kV overhead transmission corridor. The transmission line would generally travel southward from the on-site substation located in the northeast portion of the site, to Oak Creek Road where it ultimately would be connected to the existing SCE Windhub Substation. The project's permanent facilities would include up to 50 wind turbine generators (WTGs), service roads, a power collection system, overhead and underground transmission lines, project substation, meteorological towers, a laydown yard and an operation and maintenance facility.
