Document Description
The Proposed Project is a Water Right Application to the SWRCB to divert up to 7,000 acre-feet of surface water per year for rice straw decomposition and wildlife enhancement. The place of use is located within the Pacific Flyway. RGF is proposing to divert water at existing facilities, primarily at its TPP on the Sacramento River and at Jacob's Point on RD 108's Lateral 14A. The TPP is currently being equipped with a positive barrier fish screen facility, and will be fully operational before the diversion of any water from the Sacramento River under the Proposed Project. In order to provide the maximum flexibility, the maximum combined rate of diversion is assumed to be 123 cfs, is based on the combined capacity of the two facilities, 62 cfs at the TPP and 61 cfs at the Jacob's Point diversion. It is anticipated that the actual rate of diversion at any time will be significantly less than 123 cfs, as it is unlikely water will be diverted at the capacity of the two facilities concurrently. No construction would be required to implement the Proposed Project. The water right permit issued by the SWRCB to RGF will include Term 91, which will limit the ability to divert and use water at times. Under Term 91 RGF diversions would be curtailed in accordance with the provisions of the SWRCB permit when unappropriated water is not available in the Sacramento River. The Proposed Project includes continued incidental non-commercial use of the flooded area for waterfowl hunting, will contribute to incidental benefits of increased winter habitat for waterfowl and other wildlife and includes continued incidental non-commercial use of the flooded area for waterfowl hunting.
