The Jesus Crist Fellowship is requesting approval of a major use permit to allow construction and operation of a multi-phase church, retreat center and to allow up to twelve (12) outdoor special events with a max of six amplified outdoor special events per calendar year. The proposed phased construction includes Phase 1: 4,505 sf Sanctuary, kitchen, classroom and office space. Phase II: 1,915 sf recording studio and associated spaces. Phase III: Three 1,250 sf retreat cabins (6 bedrooms each cabin). Phases I - III received site evaluation approval for an onsite septic system from Lake County Environmental Health. Phase IV: 2,400 sf sanctuary, 1,950 sf classroom, pool and conversion of Phase I sanctuary into a mess hall. Phase V: 1,200-1,500 sf caretaker's cottage. Phase VI: Open air chapel pavilion/gazebo. Construction of a walking bridge is being proposed over an ephemeral drainage. The project is being designed to retain the current natural setting as much as possible. The total project will cumulatively impact more than two acres, including the construction of the buildings, parking and access ways. The parcel is currently vacant and will be served by an offsite driveway as the main access and an offsite well. Additionally an onsite emergency access is proposed. The applicants are requesting a reduction in the required parking spaces. Proposed amplified outdoor events include but are not limited to weddings, concerts and plays. Attendance at events is not proposed to exceed 200 people at any one given time.
