Document Description
The applicant is requesting a change in zone classification from A (Exclusive Agriculture) to NR (20) (Natural Resource - 20 acres) and a conditional use permit to allow the operation of a sandblasting and painting operation in the NR (Natural Resource) District pursuant to Section 19.46.030.D.1 of the Kern County Zoning Ordinance. As proposed, the operation would sandblast and repaint large oilfield and agricultural related equipment. Sandblasting would occur outside in an area surrounded by canopy netting in compliance with the San Joaquin Valley Air Pollution Control District. The applicant proposes to remove an existing 50-foot by 50-foot metal shed and construct a new 60-foot by 60-foot building to accommodate the painting operation. To facilitate the operations, the following equipment will be utilized: two 400 LB/HR sandblasting units (Clemco Industry Company) with compression provided by an underground air line fed from a separate 200 horsepower electrical compressor; a coating operation with high volume, low pressure (HVLP) spray equipment and a painting facility with dry exhaust filters.
