The project site is located along Laguna Canyon Road/SR 133, approximately 2,300 feet from the El Toro Road intersection. Development within the project vicinity includes light industrial, commercial and residential uses. The site is abutted by an animal hospital to the north, Laguna Koi Ponds to the south and a dog day/overnight care facility and residential use to the east. The applicant proposes to remove a residence, a detached garage and a temporary storage container, and to construct a two-story, 16,192 sf structure above at-grade parking to contain 30 artists' work/live units. Eight of the units will be restricted to occupancy by low-income artists. The proposed project site is traversed by the Laguna Canyon Creek (a blue-line stream) and located in the floodway/100-year floodplain.
