Baseline for determination is 1990 to 1993. documentation has been provided that proves no changes to existing storage capacity, customer base, purposes of place, place of use, or reservoirs shall occur, or has occurred since baseline. New small structures may be installed in vicinity of reservoirs for monitoring purposes, no construction activities are planned.
