Document Description
Project seeks approval of a CUP to convert an area on the grounds of the Castlewood Country Club from a golf course maintenance facility and materials storage area into a golf practice range for use by Club members and their guests. The practice range would have space to accommodate 14-16 golfers using tee boxes, fairways, sand bunkers and greens. The project involves relocating existing maintenance and materials storage functions to other locations on the Country Club property, clearing the site of existing non-native vegetation, keeping clear of and not disturbing the adjacent Arroyo de la Laguna, conducting a modest grading operation on the nearly level site to create realistic fairway conditions, sand bunkers and greens, installing an irrigation system and drainage infrastructure, creating two bio-retention basins for storm water control, seeding and sodding the practice fairway and greens, etc. The facility would be available for use only during daylight hours. Access would be by golf carts only; cars would be parked 400 yards away at Valley Course clubhouse parking lot. No buildings or structures of any kind would be erected. Water rights and assurance of adequate supply for irrigation needs would be provided by the County Club's existing water supply system and water rights from local groundwater sources. The only potentially significant impacts would occur during a 2.5-month construction period and are identified in the IS as including construction dust/exhaust, potential impacts to special status plant and animal species and potential disturbance of cultural resources and/or human remains. All impacts would be reduced to less than significant levels with implementation of mitigation measures.
