Document Description
The California Department of Fish and Wildlife is executing Lake or Streambed Alteration Agreement number 1600-2014-0013-R2 pursuant to Section 1602 of the Fish and Game Code to the project applicant, the City of Winters. The project is limited to: 1) Construction of a vehicle detour around the project site. This will consist of temporary placement of appropriately sized culverts in the bed of Dry Slough with placement of gravel bedding around and over the culverts. Compacted road base or asphalt will be used for the road surface. Some riparian vegetation on the east side of the existing roadway will be trimmed to allow for creating of the temporary detour. Six non-native fruitless mulberry trees are also scheduled to be removed as part of this project. Upon completion of the project the temporary fill and culverts in Dry Slough will be removed and the disturbed area re-vegetated. 2) Removal of the existing bridge. If water is present in Dry Slough, a temporary coffer dam and diversion pipeline will be installed upstream of the project site and all flows will be diverted around the project site. The existing bridge and abutments will be removed from Dry Slough and all concrete and associated material from the demolition will be removed from the banks and bed of Dry Slough prior to the start of construction of the new bridge and abutments. 3) Placement of new bridge structure. New cast in place reinforced concrete abutments will be positioned on either bank of the slough and the bridge lowered onto the abutments as a unit. The abutments will each be supported by a single row of 5, 30 inch diameter, cast-in-drilled reinforced concrete pilings. The pilings and abutments will be placed at the top of the bank, above the ordinary high water line for Dry Slough. Rock Slope Protection (RSP) will be placed below the roadside drainage outfalls into Dry Slough, on both banks, to minimize the risk of erosion resulting in undercutting of the bridge support abutments.
