Document Description
The San Diego Water Quality Control Board is issuing a Clean Water Act Section 401 water quality certification (Cert. No. 12C-026) to the project applicant. The applicant proposes to develop a mixed-use village core development, construct the extensions of Heritage Rd. to Main St. and Main St. to project site's eastern boundary. Compensatory mitigation for project impacts from the fill of waters of the U.S./State will be provided through the reestablishment, rehabilitation, and enhancement at the Otay River Restoration Project Site.
