Consideration of a Development Plan (D12-00017) to establish twenty temporary grass sports fields, associated parking area, a public trail system around the perimeter of the site, a reservoir for irrigation and drainage, and a park area over a 103 acre portion of El Corazon. At this time the economic climate is not conducive to permanent development in accordance with the El Corazon Specific Plan. Until such time as conditions improve to allow that development, the City proposes use of 103 acres for temporary sports fields. El Corazon is a 465-acre property located north of Oceanside Boulevard, east of El Camino Real, south of Mesa Drive, and west of Rancho del Oro Drive. It is owned by the City of Oceanside. The property is a former sand mine, currently undergoing reclamation per an approved Reclamation Plan.
