Document Description
An alternatives evaluation was conducted per the guidelines presented in the Formulation and Evaluation of Alternatives for Water Quality Improvement Projects which resulted in a stakeholder consensus on a Preferred Alternative, hereafter known as the Project. The Project's water quality improvements have been designed in accordance with the SWQIC preferred design approach, emphasizing source control first, then hydrologic controls, and finally, treatment control. The source controls included in the proposed Project are designed to stabilize soils and associated nutrients so they do not enter the stormwater runoff stream. Conveyance systems for the Project have been designed to minimize concentrated surface runoff by maximizing infiltration as close to the source of runoff as possible. The treatment BMPs have been designed to treat the runoff of more frequent, smaller storm events, unlike flood control measures that are typically designed to store or convey the peak flow rates or detain sufficient volume to reduce the peak flow rate of infrequent storm events. The improvements have been configured in a "treatment train" system to maximize stormwater quality improvement and provide multiple layers of protection for receiving waters downstream of the Project area.
