The project consists of the Downtown Specific Plan and associated zoning map amendments (hereinafter, "project"). The Downtown Specific Plan (Specific Plan) serves as a guide for future development within the planning area. The Specific Plan is a unique and effective tool for implementing General Plan Goals, Policies, and Programs. The key components of the Specific Plan include land use, development / design standards and guidelines, circulation, parking, and streetscape, infrastructure, and financing and implementation.
