Document Description
CDFW is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code ( # 1600-2013-0236-R5) to the Project applicant, Robert Seidler, from Polo Donkey, LLC. The Project proposes to build a commercial equestrian facility, which requires a conditional use permit from Santa Barbara County. The plan dedicates a 15-foot wide public equestrian trail easement along the creek, and the southern property boundary that provides linkage with other trails. To allow a small portion (23,361 sq. ft.) of an existing polo field within an Environmentally Sensitive Habitat ESH of Garrapata Creek, the Permittee is required to mitigate along a 30-foot buffer along the creek. Habitat restoration shall provide habitat for native species disturbed by human activity, establish healthy and self-sustaining native vegetation, reduce erosion, and reduce the spread of invasive plant species. After removing Cape ivy, periwinkle and English ivy, the cleared soil will be covered with mulch and erosion control fabric. Approximately 200 native plants will be installed, using local genotypes and monitored for 5 years. The Permittee also proposes large bio-swales to be installed for drainage before entering the creek. The bio-swales are located outside of CDFW's jurisdiction, and also outside the ESH. All the drainage from the equestrian facility and the polo field will drain into the bio-swales.
