Repair and maintenance of existing public facilities involving no expansion of use beyond that existing at the time of the lead agency's determinatinon, reconstruction of existing structures where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity of the new structure replaced; construction and location of limited numbers of new small facilities or structures; minor public alterations in the condition of land and/or vegetation, which do not involve removal of healthy, mature, scenic trees; construction, or placement of minor structures accessory to existing institutional facilities and is included as "utility repairs, modifications of existing facilities for disabled access, landscape plant replacement, reroofing, signs, and interpretive signing or panels in the Department of Parks and REcreation's lits of exempt activities in accordance with CCR section 15003.4.
